Approve an agreement on new infrastructure connected with the supply flow Taibilla (01/12/2010)

Given the actions planned commissioning of new facilities related to the supply flow to redotación Taibilla drinking water to certain towns in the Region, the Municipal Group Socialist Calasparra City Council submitted to the Board of Governors the following proposal for its approval and, where appropriate, approval of Full Council.

Background

In the plenary of Calasparra City Council July 2, 2007, realized its submissions to the project "Water Supply System from the reservoir of the Commonwealth Cenajo Taibilla Channel."

In the initial draft to mention alternatives and proposals which the City Council in my submission, expressing his agreement for the construction of a water treatment plant next to the swamp Cenajo.

Also showed its commitment to alternative A, which included a pipeline from the water treatment plant to the highest branch of Moratalla, infrastructure that would ensure the supply of drinking water to 18 municipalities that feed exclusively on Taibilla (Moratalla, Caravaca, Cehegin, Bullas, Mula, Calasparra, Pliego, Campos del Rio, Albudeite, I submit, Librilla, Alhama de Murcia, Totana, Fuente Alamo, Mazarron, ... ...).

Similarly showed his approval to the construction of a branch supply backbone to the highlands (Jumilla and Yecla), with a significant reduction in size and the pipe section, and that its use would be exclusively for drinking water supply in these municipalities following the remaining flows for supply from the Tajo-Segura, for the most part, by the banks of the river to the Dam of eyes, from which would result to the purification of the left bank of Sierra Campotejar and sword and the right bank to the water treatment Lorca.

Calasparra City Council opposes the initial draft submitted, and based on the allegations and described the background, considers the following alternative action

PROPOSALS:

1 .- Construction of a water treatment plant in the swamp of Cenajo that being at the head of supply would ensure sufficient water supply for municipalities that rely solely on Taibilla and the two municipalities of the Altiplano (Jumilla and Yecla).

2 .- Construction of the branch union of the drinking water of the canal Cenajo high Moratalla, which would ensure the water above the 18 municipalities and in 2003, suffered restrictions on drinking water 12 hours .

3 .- Just as the branch and branch conduction Taibilla would connect with existing infrastructure, allowing water to mix this Taibilla and from water treatment to Campotejar and Sword, significantly improving the quality of water and significantly reducing the level of trihalomethanes.

4 .- To express our solidarity with the peoples of the Altiplano and reiterated in the proposed construction of a pipeline with capacity to supply consumption of the highland populations, so that driving should be less able than the proposal in the draft original, being in a capacity to transport 1 to 1.5 m3 per second.

This proposal would ensure the project's objectives, without it affecting an important way to ecosystems and the maintenance of the Segura river flow because of the 130 Hm3 from the Tajo-Segura water for drinking, only between 15 to 20% (20-30Hm3) would result to the plateau, and the rest, around 80% (90-100 Hm3) follow the river bed, which would ensure the survival of ecosystems related to insurance and maintenance of aquifers.

The action envisaged in the initial project would seriously risk plant communities Almadenes Canyon, which are represented by the Forest Bank, which, together with that in the nature reserve Cañaverosa, deciduous forest is the only existing in the Region Murcia, elms, poplars, ashes, ... ....

and a variety of shrubs that could be dramatically reduced if the river flow decreases, contrary to the objectives of the Water Framework Directive, as to the environmental recovery of the rivers.

Moreover, environmental impact assessment must include the minimum flows that circulate on the river throughout the year, the condition of the aquifers and Syncline Molar Calasparra.

Moreover, the initial project affects the above Protected Natural Area Nature Reserve and Riparian Sotos of Cañaverosa, which should be taken into greater consideration in the project.
